Difference between premium and standard rates

I want to sign up for residential international plan but I could not understand their international rate system. On international rate list, there are two different rates standard rates and premium rates. I could not understand what was the difference.

By default, your account will be set on standard rates. If you want more clear voice, you can switch your account to premium rates. However, only a few clients have asked us to switch to premium rates and the rest are happy with voice quality at standard rates.
