Starting VOIP Business?

Hi Guys,

I am planning to setup voip business, basically providing calling card service for overseas. I know the technology but I am not sure about the legal process.What kind of license do I need to start voip business ?Is there any difference in the license for doing inland vs overseas ? (because of the information going outside of US).
