How can i make free Voip calls?

I just want to make calls on my PC not recieve them. The quality doesn't have to be perfect, i just want it to be descent. I am running windows 7. Oh by the way i want it to be free. Any software that lets me do that? Can anybody give me a step by step tutorial on how to set it up to?

All the voip services required payment, unless you are calling someone subscribed to the same provider. They all offer cheaper rates then normal lines.

There are lots of companies running a promotion where u can enjoy the first month free. You should enter their promotional code. If u forgot to enter this code, u will not enjoy the first month free.
